As I woke up this morning, I realized that the attempt to implement a "subscription-based" medical dependency model is the most likely explanation for all of this. Previously, I was comparing it to the British 19th Century policy of getting all the Chinese people hooked on opium. Then I realized there is a much more contemporaneous example of this. The Sackler family creating the opioid problem in the 1990's that still plagues us today.
The covid-19 vaccines and the companies making them are doing the same thing, but on a larger, global scale. Unlike the Sackler family, they have the money to donate lavishly on both election campaigns as well as lobbyists. I believe the pharmaceutical industry is the biggest contributor to election campaigns, lobbying efforts, and advertising revenues in all media. This gives them a lot of influence everywhere.
Influence on this level, along with employment, is comparable to the military contractors during the Reagan build-up of the 1980's. Thus, it is reasonable to characterize the pharmaceutical industry in particular, and the rest of the medical establishment in general as a medical-industrial complex, not too dissimilar to the military-industrial complex of years past.
This explanation makes more sense to me than anything else.
