Corner cases make for bad law. Perhaps weeding out people with sketchy credentials is a larger win than loss. Yes, in all of life, things are not always 100% clean. Avoiding hard cases is an infrequent injustice, but often the greater benefit. The consequences of an invalid candidate is catastrophic enough to justify the infrequent injustice.
