there was another scary part of govmnt. collapse: new born states couldn't figure what to do with nukes, what to do with military bases, who gets which piece of former federal property. many of belated government officials turned into "successful businessmen" and came into possession of airfields, ammo factories etc. there was a fierce competition of who grabs the goods first. then the shooting started: every week we would learn that some "successful businessman's" car was annihilated by machine gun fire together with him and his body guards. some of them were shot with RPG. the dust settled only around 2000-s.
