I say surround every major city with impenetrable 20-foot wall a-la Snake Plissken movies, allow the saner - i.e. those capable of holding skilled jobs and surviving a month drug-free detox - residents to leave, and supply the rest with enough food and ammo to last them a decade. Then go in guns a-blazing and reclaim what's remaining of the sites. That's what a real <i>War on Poverty</i> would look like...
