Since DDoS targets are often correlated with Viewpoint they wouldnt simply be able to pass the cost to their customer who is targeted, or be able to ask them to leave. (Im not saying these are the best solutions anyway, it theyre basically what is done today). Big UIS can eat the costs, knowing that its all part of raising the barriers of entry for small UIS.
